Allows players to link multiple Fertilizer Silos together via a new "Pneumatic Tube" system, creating a shared fertilizer buffer across specialized agricultural districts.

Instead of each farm needing its own manual stockpile, a central "Silo Hub" (an upgraded Fertilizer Silo) can distribute fertilizer to connected farms up to a certain distance, reducing the need for constant maintenance.
